First identify the capability the business is actually missing

The role should connect growth objectives to real marketing choices: which markets deserve attention, how the company should be positioned, where the budget goes, what the internal team owns, what agencies own, how sales is supported, and which metrics leadership should trust. The value is in making those decisions well and staying accountable for them.
What an agency should own
A strong B2B manufacturing agency can provide strategy as well as execution, but its core advantage is access to specialized capabilities that are inefficient to build internally: technical content, SEO, web, design, video, paid media, research, PR, analytics, and campaign management.
For complex manufacturers, industry fluency matters because the agency must understand technical buyers, long sales cycles, risk, and the difference between generating activity and influencing a buying committee.
When the hybrid model works best
A fractional leader can set direction while an agency executes. The combination is especially useful during transformation, market entry, or when a small internal team needs both senior guidance and production capacity. The operating model should still have one set of priorities, one measurement framework, and clear ownership of decisions.
A simple decision test
Choose fractional leadership when the primary problem is focus, governance, alignment, or executive-level marketing judgment. Choose agency support when priorities are reasonably clear and the constraint is specialized execution. Use both when the business expects meaningful growth but has neither enough senior marketing leadership nor enough production depth internally.
